Sub.:Peaceful Protest Demonstration by group of parents and volunteers of Gyan Lakshay (NGO) whole day in front of the Deputy Director of Education (West) office on Monday 23 July 2012 at 10.00 a.m. for the well-being of baby Bhumika.

Dear Sir/Madam,

By this letter, we bring to your urgent notice another shocking instance of high-handedness and illegality on the part of the management of S.S. Mota Singh Sr. Sec. School, Guru Harkishan Nagar, New Delhi-110087 in which a Class VI D, student, baby Bhumika D/o JAI BHAGWAN (Mobile: 9811662031) and belonging to the Scheduled Caste category (Khatik) removed from school from 09.07.2012 because his poor parents were unable to deposit school fees. Meanwhile, Delhi government has several times announced that socially disadvantaged groups Girls will be given preference in education under the Right to Education (RTE) Act.

However, S.S. Mota Singh Sr. Sec. School, at Guru Harkishan Nagar, New Delhi-110087 was 4.25 Acre land allotted Rs. 48,68,751/- by the Government on concessional rates.

The aforesaid action on the part of the school is totally illegal, unjust, arbitrary and unconstitutional, contrary to the provision of Delhi school Education Act, 1973.

The parent has several times approached to the Deputy Director of Education (West), but unfortunately, the Deputy Director of Education has also not done anything in this matter.

It needs to be mentioned that S.S. Mota Singh Sr. Sec. School is one of the many schools in Delhi which have been provided government land at concessional rate on the condition that they will provide free education to the Economically Weaker Sections.

We have right to know under Right to Information Act following questions.
Do they respect the Constitution of India?
Do they respect the Constitutional Basic, Fundamental child Rights?
Do they consider themselves above The Constitution of India?

It is very transparent and clean violation of constitutional child rights guaranteed by Constitution of India. It is just creating terrible nuisance to the girl student Bhumika.

Now, If immediate action is not taken against the above school by the Directorate of Education then we will be left with no option but to hold a peaceful Protest Demonstration by group of parents and volunteers of Gyan Lakshay (NGO) whole day in front of your office on Monday 23 July 2012 at 10.00 a.m. for the well-being of baby Bhumika.

It is, therefore, requested that you may please intervene in this matter on urgent basis and direct the principal/management of S.S. Mota Singh Sr. Sec. School, Guru Harkishan Nagar, New Delhi-110087 to allow her continue class forthwith so that the whole year of the girl student should not be wasted.

Subject: Parents unable to pay fees- S.S. Mota Singh Sr. Sec. School expelled girl student Bhumika.
Dear Sir,
We have the honour to bring to your notice that since the parents Mr. JAI BHAGWAN (Mobile: 9811662031) r/o R-709, J.J. Colony Jawala Puri, Camp No.5, New Delhi-110087, couldn’t pay school fees for their daughter baby Bhumika, class VIth , the management of S.S. Mota Singh Sr. Sec. School, Guru Harkishan Nagar, New Delhi-110087  has denied her to attend class since July,09, 2012. It is a sad story. The said unaided recognized private school is so much greedy that it resorted to harassment & humiliation not only to the parents but also to these young kids with a view to force parents to pay the school fees knowing well that the parents are unable to pay the same. The school is just interested in making money and nothing else.
The girl student has been studying in the school since class nursery. Her father is an Salesman and is not having good & regular income and her mother suffering from long illness. During the academic year 2012-2013, the financial condition of her father drastically gone down resulting in non-deposit of full fees of his ward.
The misery doesn’t end here. It is submitted that between 09/07/2012 to till date girl student was several times humiliated & unceremoniously sit on reception of the school and was not allowed to attend class. It has caused very severe mental trauma to girl student. Despite parents approaching the school several times requesting them to allow the girl student to attend the class, the school not allowed the student to continue to attend the class.
The aforesaid action on the part of school is totally unethical, arbitrary, violative of right to education, anti-child and has caused severe mental trauma to the girl student. The school was not at all justified in refusing student to attend the classes.
That due to aforesaid arbitrary action on the part of the school, the girl student has already suffered loss of academics besides undergoing mental agony, harassment , humiliation & trauma. In case, the girl student is not allowed to class, her whole year would be spoiled.
It is, therefore, requested that you may please intervene in this matter on urgent basis and direct the principal/management of S.S. Mota Singh Sr. Sec. School, Guru Harkishan Nagar, New Delhi-110087 to allow her continue class forthwith so that the whole year of the girl student should not be wasted.

Gurgaon school decides to expel two students

A renowned Convent school has discontinued providing education to two of its students after finding that the BPL cards used by them were forged. The cards were evaluated by a special committee set up by the Gurgaon District Administration. District Collector of Gurgaon PC Meena on Wednesday said that the special committee had come to the conclusion after a thorough evaluation.
Meena, however, assured that he will make sure that the students do not suffer at any cost. He said, “We will take help of district level organisation for granting admission to the two students in other schools and make sure that their future is not affected.” The incident was reported on Tuesday when Rock Convent school at Sector10-A refused to admit Mona (10) and Arif Ali (11) for the next academic session after finding that they did not belong to the BPL category. Notably, a similar situation had arose last year when the school had asked them to discontinue studying from here after finding that they took admission on the basis of forged documents. But with the intervention of the District Administration, the students were
allowed to continue their studies. Mona and Arif Ali have been studying in the school for the past seven years and they were granted admission on the basis of their BPL cards.
“Last year, I had recommended the school not to expel the two students. But on the basis of a High Court order, the BPL cards were rechecked this year and the cards were found to be fake,” said PC Meena.

Our government can plan for car revolution and apartment revolution for so called growth in GDP but do not think it wise to plan for green revolution, white revolution or industrial revolution which has the capacity to give maximum and real GDP growth.
Tax relief, interest concession and loan facilities are given to those who buy a home but not to those who construct rural godown to store farm produce which are otherwise getting damaged in want of safe place to protect the hard earned produce
Farmers produce so much of food grains that they are constrained to keep the same in open field. Food grains are not even distributed among poor but allowed to spoil in want of adequate care. 
Quality food is exported and rotten food is distributed and sold among Indians.
GOI is crazy and mad for getting more and more FDI and more and more FII to invest in stock market. But GOI has done nothing during last two decades to promote culture of savings and investment in Indians.
GOI can issue license for manufacturing and trading of pesticide and wine but hesitant to promote manufacturing and trading of generic medicine and production of organic food.
Government of India promote construction of high standard hotels and five star hotels but do not promote construction of staying accommodation for poor who migrate from villages to town in search of job or business.
GOI can spend crores of rupees in construction of Toilet in government offices and office of planning commission but do not have adequate fund to promote Sulabh Sauchalaya in every nook and corner of the country.
GOI can allow free admission of students in government schools and can give pass certificate to all without imparting proper knowledge but cannot ensure quality teaching in all schools and colleges.
GOI has permitted private sector to open colleges for higher studies but have not made any effort to regulate tuition fee to make it affordable for common men.
GOI may recommend for various quota and reservation on the basis of caste and community but do not care for those who are really poor and talented but cannot afford high cost of education due to their poverty.

RTE: 128 schools have zero EWS student count, deadline extended

With the deadline to admit 25 per cent economically and socially backward students under the Right to Education (RTE) in private schools ending, 128 schools have not admitted even a single student under the quota, and now the deadline has been extended by 15 days, according to the Pune Municipal Corporation’s Education Board. The Board officials have warned of “strict action” if the rule is not complied with.
All the 128 schools are private English medium schools, including many well-known schools.
“Of the 373 private schools supposed to admit 25 per cent EWS students, 61 have done 100 per cent admission, and 184 have partially filled the EWS quota. There are 128 city schools that haven’t admitted even a single student under the quota,” said Ramchandra Jadhav, deputy director of education and chief education officer, PMC.
The Board had on Saturday convened a meeting of principals of all 373 private city schools under RTE ambit, student unions and parents to gauge the situation and solve issues involved in implementation of the EWS quota.
The list of schools with zero per cent EWS admission include Delhi Public School (Mohmmad Wadi), Little Rocks School (Balaji Nagar), Hujurpaga Primary School (Katraj), NMV school, (Shaniwar Peth), Spring Dale Primary School (Erandwane Gaothan), St Joseph’s Convent (Ramwadi), St Felix Primary School (Bund Garden), Modern English Medium School (J M Road), St Francis English Medium School (Yerawada), Symbiosis International (Lohegaon), Anjuman-e-Islam school.
On Saturday, the Board added nine more schools to the list of minority unaided schools exempt from the EWS quota. On June 21, the board said 30 schools were minority unaided schools in the city. The addition takes the list to 39.

The Directorate of Education, Delhi, has missed the June 30 deadline for “completing the admission procedure” for the economically weaker sections and disadvantaged groups categories.
The deadline was set by the Delhi High Court, which in its May 24 order had said, “Director of Education shall be in a position to complete the admission process by 30th June, 2012, the date already fixed.”
In a status report submitted before the court on May 21, the government had said “a total of 9,835 seats are vacant in 1,186 schools of Delhi in the EWS and disadvantaged groups category”.
The data did not include 765 public schools and a few minority schools as they did not provide statistics to the deputy directors of Education of their area.
The High Court had directed the government to provide information on the number of seats vacant under the EWS category and also inquired how the DoE intended to fill these. The same day, Education Minister Arvinder Singh Lovely had said that these seats would be filled by the Directorate of Education.
The Directorate advertised the seats vacant on May 28, and then again in mid-June.
Three days before the deadline, the DoE conducted draw of lots for EWS admissions to various city schools. According to petitioner Khagesh Jha, approximately 1,200 schools “hurriedly” conducted a draw of lots for EWS seats in their schools on June 27 and 28.
DoE officials said though the admission process is not complete yet, the process will be finished soon as the “draw of lots has been conducted in most schools”.

Govt to verify fake EWS certificates

Unable to secure admission in nursery under the general category, a number of parents have allegedly submitted fake income certificates to get their child a seat under the Economically Weaker Section (EWS) slot.
The Education Department and Revenue Department of Delhi government have received a number of complaints from schools and parents in this regard.
In order to check this trend, the Revenue Department has now decided to verify income certificates submitted by parents in schools at the time of admission. If any discrepancy is found, admission of the student will be cancelled.
"Schools have directly sent a majority of the certificates to the authorities concerned to check whether they are genuine or not. Some schools have submitted up to 1,000 certificates to the sub-divisional-magistrates," said a senior Delhi government official.
The Education Department too has received complaints, which have been forwarded to the Revenue Department for investigation.
"We will collect data from schools and scan every detail, including the name of the authority who has issued it. To ensure transparency, checking of certificates will be carried out by an officer of a different zone," said a senior Delhi government officer. There are more than 4,200 schools in the city, including government schools.
Officials added that the certificates would be scrutinised to find out if one officer has made several income certificates for some particular schools.
"We will upload every detail given in the income certificates online under a uniform pattern. When we find any discrepancy in the records, we will be able to nail them. There can be a possibility that parents got fake certificates made and submitted them to schools," added the official.
Criminal action will be taken against parents who have forged certificates.
According to a Delhi government notification, a child belonging to a economically weaker section means a child whose parents have a total annual income of less than Rs. 1 lakh and who have been staying in Delhi for the past three years.
