Subject : Application under the RTI Act, 2005

RTI Act Request Description : The work of re-construction of main Road joining Kapurthala Road to Main Raj Nagar & Madhuban Colony upto Cannal (Near Sheed Babu Labh Singh) is going on from the several months. Please arrange to supply the following information in respect of the said construction work :
1. Tender No and date by which the above construction work of Road have been allotted along with details of Nature of Job / work to be done. Please supply the copy of TENDER ORDER AND WORK ORDER containing all Rules, Regulation and details of work / tender.
2. What is the cost of this work.
3. Upto which Area the road is to be constructed i.e. total length of the Road to be constructed. Please specify the Area where road is to be built.
4. Please intimate the process/flow chart of the Road construction work /job i.e how much digging is required, how much concrete / stones to be used, how much mud / sand to be used. What is the approved method / process / procedure for re-construction of road.
5. Please intimate the Name and Address of the Firm / contractor to whom the tender have been allotted. What were the reasons / circumstances for allotting the work to this very firm / contractor
6. When the work of re-construction of ibid road was to commence and when did it actually started.
7. Whether there was any delay is commencement of road construction, if so what were the reasons for delay. Whether any penalty is to be charged for delay.
8. When the work is to be completed as per tender / order? When it would be actually completed? Whether there is any delay? If so what are the reasons for delay is completion of work.
9. Whether the firm / contractor have to do the work himself or he can further allot / sanction the work to some another firm / sub-contractor? What are the departmental instructions in this regard.
10. Whether construction of ibid road was done by the firm / contractor itself or someone else have done construction on their behalf?
11. Whether the firm/contractor have skilled workers / engineers? If so how many? What are the qualifications of skilled worker / engineers.
12. Whether skilled workers / engineers are being used by the firm / contractor in the construction of ibid road. What are the deptt instructions in the matter.
13. Whether any deptt officer have visited the site to check / monitor if contractor is using skilled worker/engineer? Whether any unskilled workers were identified by any officer? What is the gist of report / observations of the visiting staff.
14. As per Govt instructions what are the parameter of the road construction work. How the quantity, quality and strength of the material used is to be checked? Whether such checking was done by thedepartmental officers. If so please specify the dates when checking was done and results of checking.
15. Whether any departmental officer visited the site to see the progress / monitor of work going on. If so dates when the visits were made? Whether any irregularity was noticed by the visiting staff. What are the remarks/observation s of the visiting staff.
16. The contractor / firm had demolish majority of Foot Steps of Shops / Houses. Whether he was authorized to demolish the footsteps? Whether demolished foot steps will be re-constructed by the firm / contractor? If No, then who will construct the same and bear the cost of construction. Can any action be taken against contractor for such act committed by him.
17. How much layer of brick/stone is to be used by the contractor while construction of the ibid road as per departmental guidelines. Whether the contractor have used the same specification.
18. Please intimate dates wise progress of construction work done by the contractor i.e. date when he actually start demolishing of already existed road and date when this task was completed, date when he started putting stones and when it was completed, date when sand/mud was started using and when completed etc etc…
19. Whether any alternative path/way was to be provided by the contractor while the work of digging and laying of stone was in progress? What arrangements were to be managed by the contractor as perdepartmental guideline/instructi ons. Where contractor actually provided the same.
20. How much quantity of mud / sand is to be used on the bricks / stones. What type/quality of sand/mud is to be used as per instructions / guideline. Whether the contractor have used the same specification. Please intimate dates wise progress of construction work done by the contractor
21. More than two months have passed but after laying/putting bricks / stones no further action in the matter have been taken by the contractor. The brick are damaging the tyres of vehicles and further causing inconvience to the Public. Whether after laying of brick/stones road roller is to be used? If so how much road roller is required to be used? Whether the contractor have actually used the road roller while laying layer of stones/bricks? If so how much did he used? Who have ascertained its actual usage?
22. What are the parameter to calculate/to know about the usage of Road-Roller?
23. Whether any complaint have been received pointing any irregularity or in- conveyance caused to the locality persons where work of construction is going on. If so, what action have been taken on the complaint.
24. I wish to draw the sample in the presence of representative of your office in respect of material used in the construction of work specially when mixture of concrete and tarcol (Look) is to be used by the contractor and want to analysis the samples from the Laboratory. It is requested to intimate me the date when I could draw the sample. Further I also wish to draw samples of sand/mud used in the construction of the ibid road.
25. What composition/ mixture of concrete and tarcol(Look) have been approved by the Department or any statutory body while construction of the Road? How the composition/ mixture is ascertained by the department? Whether sample is drawn and sent for analysis? Please intimate the name and address of the laboratory who analysis such samples.
26. How is the level of the road is ascertained? What are the departmental instruction on the matter. Whether ibid road is in proper level? How this fact i.e. level of road have been ascertained / calculated / measured.
If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005. मंगलवार को लोन लेने से यह चुका पाना बहुत मुश्किल होता है।

ज्योतिष शास्त्र के अनुसार मंगल देव को कर्ज का कारक ग्रह माना गया है। कोई भी व्यक्ति कर्ज लेता है तो यह मंगल ग्रह का ही प्रभाव होता है। मंगल को  ग्रहों का सेनापति माना गया है। मंगल को क्रूर ग्रह माना जाता है यह अधिकांश स्थितियों में बुरा फल ही देने वाला है। इसी वजह से शास्त्रों द्वारा मंगल के दिन मंगलवार को कर्ज लेना वर्जित किया गया है।

मंगलवार को लोन लेने से यह चुका पाना बहुत मुश्किल होता है। ऐसा कहा जाता है कि इस दिन कर्ज लेने पर व्यक्ति के बच्चों तक को इस लोन से मुसीबतें उठाना पड़ती हैं। मंगलवार को लोन लेने वाले व्यक्ति पर मंगल की कुदृष्टि रहती है। इसी वजह से ज्योतिष शास्त्र द्वारा मंगलवार के दिन लोन लेना वर्जित किया गया है।

ऋण लेन-देन के विषय में मुहूर्त का विचार करना उपयोगी रहता है। स्वाती, पुनर्वसु, चित्रा, अनुराधा, मृगशिरा, रेवती, विशाखा, पुष्य, धनिष्ठा, शतभिषा और अश्विनी जब चर संज्ञक लग्र- मेष, कर्क, तुला और मकर राशियों के लगन हों। साथ ही लग्न, पंचम, अष्टम स्थान शुभ ग्रहों से युक्त हों तो धन संबंधी हर प्रकार का निवेश करना, बीमा कराना, किसी व्यापारिक अनुबंध में बड़ा निवेश करना ठीक रहता है।

विशेषकर मंगलवार को ऋण लेने का निषेध किया गया है। इसके अतिरिक्त सूर्य की संक्रांति के दिन, वृद्धि योग में, रविवार को हस्त नक्षत्र हो तो कदापि ऋण नहीं लें। इस वर्जित समय में जो कर्ज लिया जाता है वह वंश परम्परा के लिए हो जाता है अर्थात चुकता नहीं है। इसके विपरीत निषिद्ध समय में ऋण चुकाने से ऋणी ऋणभार से मुक्त हो जाता है। यदि ऋणग्रस्त कुटुम्ब मंगलवार का व्रत करे तो कर्ज से मुक्ति मिलती है। बुधवार के दिन यथासंभव धन का व्यय करने से बचें। इस दिन केवल धन संग्रह ही करें। बुधवार के दिन किसी भी रूप में धन की प्राप्ति होना अति शुभ माना गया है।

पंचक के दिनों में कर्ज चुकाने से जल्द ही कर्ज कम होता है कोई भी किसी भी  प्रकार का कर्जा हो उसे पंचको में ही उतारे अगर आप ने बाजार से कोई उधारी ली हुई है उसे भी पंचक में दे

Re: Theft in our house-Report regarding.

I have to lodge a complaint about a petty theft that took place in our-house last night on the ground floor. No one stays on the ground floor. There are two rooms on the ground floor, in which we keep some articles which are rarely required for use, such as some utensils made of brass or stainless steel, some tools, some old furniture's etc. The thieves broke open the lock of one of the rooms, and robbed some of the utensils worth about two thousand rupees. We came to know about the theft in the morning that is today.

Please treat this note as an official complaint,, and record it in the F.I.R. You are requested to interrogate the local suspects and black-listed fellows to find out a clue to this theft, and take neces­sary legal action in this regard.

I beg to lodge the following report about a theft which took place in my house last night. It was in the small hours of the morning (between 2 and 4 a.m.) that the theft occurred. We were sleeping on the roof of the house. On hearing some noise I woke up. To my surprise I found the light was on in the lower room. I suspected that somebody had broken in to the house. I got up and shouted, “Who is there in the room?” As soon as I spoke, I heard the sound of footsteps of at least two men, hurriedly running out of the house. My suspicion of theft was confirmed. I went down with my brother with sticks in our hands. We went into the room where light was on. We discovered that the thieves had entered by breaking the window bars and had run away with gold and silver ornaments worth Rs. 218,000 and silk and woolen clothes worth Rs. 5000, besides currency notes of the value of Rs. 5500 and some silver coins and small change. In addition, they also took away “HMT” golden wrist watch and a ‘Parker 51’ fountain pen. They had broken open the boxes containing ornaments, clothes and cash. The empty boxes were found lying outside the house on the road.

I enclose a detailed list of the articles stolen.

I shall be obliged if you kindly take quick action to trace the culprits and recover the lost articles and cash.

Subject: Complaint against Nina Nina Paley for hurting of religious sentiments.

Dear Sir,

I wish to bring to your notice that on the website www.ninapaley.com of Nina Paley there is a picture of Kalimata titled 'Desire' at the following linkhttp://www.ninapaley.com/2006/10/desire.html with a caption underneath as 'This could explain why I don't have a boyfriend. That's my head she's holding, by the way.'

This picture is a nude picture of the Hindu Goddess 'Kalimata' which is a perverted picture and in extremely bad taste. I am hereby attaching the copy of the picture for your reference. This picture has hurt my religious sentiments and in fact also of many Hindus around the world. Besides there are also very obscene and derogatory comments posted about Kalimata on the website which are also hurting the religious sentiments.

As internet is media which is world widely accessible this also results in ridiculing of Hindu Goddess and religion at the international level. Such pictures on the internet are not at all acceptable as it creates grounds for communal disharmony.

I hereby lodge a police complaint against Nina Paley for hurting of religious sentiments and request you to ban this website and take appropriate action against her.

Sub.: 1. Complaint against B-block internal road is newly constructed but not proper level, especially towards house number B-618 side has becomes extremely poor and resulting to huge water logging problem and mosquito breeding.

2. The constructor is also using unskilled labours & low quality material to make the road so please enquire the same.

Dear Sir,

This is with reference to above mentioned subjects this is to bring to your kind notice about the B-block internal road is newly constructed, with the lightly rain of one day only due to no slope or improper level of the road huge water has been logging in front of house number B-618 side. There is deep threat of the health problem of the residents. The colonies of residents are adversary affected with the logging water due to breeding of mosquitoes and poisonous insect in the still rainy dirty water recently. We have verbally pointed out to the MCD staff and contractor visiting this area for measuring but nothing tangible could come out of it.

The constructor is also using unskilled labours & low quality material to make the road. It is also a waste of money. There has been no supervision. The contractor has done what he liked and what suited him. This can be got checked by a site inspection. So please enquire the same.

You are therefore; please requested to draw some special attention to resolve the problem to make a healthy & clean environment to the residents.

The following is a list of roads:

Road No. xxx (From x society/plot No. TO x society/Plot).

Please provide me following information with respect to the above roads:

1. During the period 1.4.2010 to 30.11.11, how many times have repairs (both minor and major) been carried out on each of the above roads?

2. If the work was done departmentally, please provide the following information with respect to each such work:

a. Copy of relevant portion of stock register

b. Exact location of spots where the work was carried out

d. When was the work carried out

e. What was the method of repair?

f. What was the composition of material used?

3. If the work was done through a contractor, please provide the following information with respect to each such work:

a. Copy of measurement book (both abstract entries & record entries)

b. If there was any guarantee clause in the contract, copy of that portion of the contract which mentions this guarantee clause and the conditions in which this clause can be invoked.

e. Names of the Junior Engineer, Assistant Engineer and the Executive Engineer who inspected each of these works and passed payments. Which portions of these works were inspected by them?

f. Has the guarantee clause been invoked till now? If no, why despite the fact that the roads are in such bad condition.

4. The roads are totally broken these days immediately after laying. Please give reasons for the bad condition of each of these roads (please mention specific reasons for each road separately).

a. This means that these officials did not do their job properly. Their inaction has caused so much loss to the exchequer and so much inconvenience to the public. They are also guilty of criminal misconduct under section 13(1)(d) of Prevention of corruption Act. By when will action be taken against them?

5. The fact that these roads have broken shows that very bad material has been used in the roads. What enquiries will be made to ascertain the quality of the roads, fix responsibilities and in how much time will the enquiries be completed?

6. The payments seem to have been done fraudulently and the inspection carried out by the engineers was faulty. What enquiries will be instituted against the engineers who passed the payments and did faulty inspection?

7. I want to take sample of material of each of these roads under section 2(j)(iii) of the Right to Information Act, 2005. The sample should be collected from the place of my choice. It should be collected in my presence and should be sealed and certified. Please intimate me the date, time and venue where I should come to collect the samples.

8. When will these roads be repaired now?

I am depositing the application fee (Rs.10/-) separately .

If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005/Also as per the provisions of the RTI Act, 2005 please provide the details (Name and Designation) of the first appellate authority w.r.t to your department with the reply to the above request., where I may if required file my first appeal.
