CHANDIGARH: Private schools mean business and only
business. They have snuffed out dreams of quality education for underprivileged
kids by announcing "no vacancy" in pre-primary classes. With this,
the 34 private schools that are members of the Independent Schools' Association
(ISA) have thwarted all efforts of the UT administration to provide equal
educational opportunities to children. Incidentally, the UT, on March 18,
announced that there are more than 400 seats under RTE in nearly 40 schools,
including all the 34 schools.
ISA
members, in a meeting, decided against entertaining any applications from EWS
applicants and displayed the "No vacancy" notice outside schools.
"We will not admit children under the economically weaker sections under
RTE until the administration completes its duties like paying reimbursement.
They have to clear the EWS system. If the EWS is to be implemented by the
notification issued in 2005 that states that schools shall reserve 15% seats
for EWS we will charge a certain amount from the children we admit and if it is
under RTE, the administration has to pay for admission," said ISA
president H S Mamik.
Besides,
they averred the RTE does not apply to pre-primary classes, which has been
clarified by the ministry of human resource and development and Delhi high
court.
"Secondly,
no notification has been made by the MHRD on who will pay us reimbursement.
Without notification, no money will be sanctioned and if there is no sanction,
no payments will be made to schools," said Mamik. Maintaining a stoic
stance, director public instructions (schools) Upkar Singh said, "We will
implement the RTE Act, 2009 and we will give equitable justice to all stakeholders."
