My view is that
a) Touts are created by the booking staff hand in hand.
b) A tout may not be present in the reservation premises, where the tickets meant for tout might have been booked by an internal staff, and the booked ticket might have already reached the touts office.
c) Touts are the internal booking staff ONLY.
e) For example, if one has to travel from Ahmedabad to Mumbai by Satabthi, the passenger cat holds of the pantry chief, who in coordination with the ticket checking staff, accommodates him in a fully house full train. The passenger may be holding an ordinary ticket, with that he travels to Mumbai. When the train arrives at the destination the pantry car chief along with a Ticket Collector leaves the passenger at the main gate and the pantry chief collects twice or trice the cost of the ticket, and shares between the ticket collector and the pantry chief. I have witnessed this personally.
f) SO in order to avert this practice of corruption , higher officials ( other than TC's) may be asked to check tickets from between stations and they could ( if they are not corrupt ) certainly get good catch.
g) Why this method, one can talk to a waiter of a train like Rajadhani, Duranto or Satabthi, who will very clearly guide a passenger as to how he should travel, in these trains.
h) If Government implements strict, the law makers might have already found solution to ease the strictness of government, so that grass as much as they can. This is what happening today
i) Who can be trusted in this case? A Ticket Collector or a Pantry Chief or a Waiter or the law maker? NO ONE CAN BE TRUSTED, AS ALL ARE CORRUPT.
J) ONLY WAY IS IF ANY ONE FOUND GUILTY, NO SUSPENSION, OR ENQUIRY, HE SHOULD BE KICKED OUT THERE AND THEN IN PRESENCE OF THE PUBLIC GATHERING.
CAN ANY RULING PARTY OR GOVERNMENT IMPLEMENT THIS, THEN, CERTAINLY THINK OF CORRUPTION FREE INDIA.

Regular basis transfer or interchange
Lastly water in toilet was not available and every toilet in the coaches were dirty unuseable.
Around 11 in the morning, he failed to manage even Tatkal ticket for the next day because irctc website was showing not available. But, a tout managed to provide a ticket for the same night travel. Of course, he charged 500 extra over & above the Tatkal charges!!! How the tout managed this is for you'll to investigate and explain to us.
IT IS NOT THE TOUTS WHO ARE THE CULPRITS.. THE MINISTRY OF RAILWAYS IS AT FAULT..THE MINISTRY OF RAILWAYS ENCOURAGES TOUTS THROUGH WRONG POLICIES... ARE THEIR TOUTS IN TELECOM SECTOR.. THEIR USED TO BE, BUT AS COMPETITION AND PRIVATE PARTICIPATION WAS ALLOWED TOUTS VANISHED..

TOUTS ARE THERE WHERE THERE IS BUSINESS FOR THEM. THEY GO ABOUT THE SYSTEM AND HELP AND SERVICE THOSE WHO PAY EXTRA FOR THEIR SERVICE..INDIAN RAILWAYS HAS A HOPELESS SERVICE RECORD OF PASSENGER SATISFACTION.. THAT IS STILL FAR AWAY THE WAY INDIAN RAILWAYS CONTINUE TO OPERATE EVEN TODAY..
The touts expand their business in every department with the support of concerned department officials. The vigilance should be increased at every ticket booking centre. The harsh punishment should be awarded to corrupt officials. Simply transfer/suspension will not do. The software should be upgraded every year. The number of bogies should be increased/decreased depending upon the traffic volume. This will help both - the passengers as well as railways to maximize revenue.
"Please note that touts exdist by help of commercial staff only. It is strange to note that a honest cleark with bank as cashier is paid 30 to 35 thousand per month and the railway booking cleark s are paid 56000\/- per month are indulged in currupt practices. Why this high paid elephants exist? Why the booking not leased to big IT companies? \r
Answer is simple,Politicians are busy milking the railwways  and IRS officials are fooling the government.  WHAT ABOUT PM MODI anounced posting IAS in railways?  all election eyewash??
Touts - can't work without inside help i.e. railway staff is involved all the way. Without their help touting is not possible. So, Railway - instead of just focusing on touts, it is essential to put your own house order. Only then wait and see ?
The Railways people know everything, whatever happening in their premises. One can find these touts selling tickets everywhere fearlessly at a premium price like something from double to thrice the original price of the ticket.
A few months back I urgently needed a rail ticket from Kolkata to New Delhi. Unfortunately confirmed ticket was not available. While I was coming out of the Strand Road booking office I was approached by a tout who promised a confirmed ticket on the date of my choice. I was a bit surprised, but agreed to pay him the premium provided the ticket be in my name. He assured me with the riddle that it will be confirmed only at the final chart, a few hours before the train leaves. I took the chance, but closely followed what he did. He booked a wait-listed ticket in my name and address. Then he called a person in Delhi asking him to send a telegram to my address stating that my mother has been admitted to a hospital in a critical condition and I should rush to Delhi. When I protested that it is an outright lie, he insisted that without this I won't get the ticket. He said that this telegram will come one day prior to my scheduled journey and as soon as I receive it I should call the tout over phone and he would collect the same from me. He did the same and I came to know that he took the telegram with a photocopy of my wait-listed ticket and deposited it to a box kept in the 5th (or 6th?) floor of the Strand Road booking office. On the scheduled date I found my ticket confirmed for the journey in the final chart!
Tout Issues, it is very big fraud to the public in this business relevant staff of railways is involved. This mistakes must rectify for the betterment.
I earnestly hope that the concerned railway authorities would consider my suggestions for the welfare of general travelling public.
