Parents in panel of pvt schools to assure 25% seats go to poor

The parents of children from families belonging to the Economically Weaker Section (EWS) will now have a say in admissions into private unaided schools. The parents from EWS families will be a part of the five-member "admission committee" that will be formed in every school to ensure that the Gujarat government's recent decision to reserve 25 per cent seats for the EWS and disadvantaged groups is enforced by all private unaided schools.
These committees, headed by the District Education Officer (DEO) or District Primary Education Officer, followed by Administrative Officer (AO) or deputy DEO, will not only monitor the entire admission process, but will also ensure that the 25% reserved seats do not go vacant in any school. The other members of these committees will constitute of the representative of the respective school management, its principal and a parent from among the EWS applicants.
"The education department has made sure that the benefit is guaranteed to the deserving beneficiaries," said Principal Secretary (Primary Education) Sangeeta Singh.
It is mandatory for schools to maintain a record of the public notice for inviting applications for filling up the EWS seats, receipt numbers allotted to all the applicants with the students' name and other related details. The schools have to put all the details and records on the school notice board as well as the school website. The same has to be communicated to the DEO by the schools that will be put up on the DEO website as well.
In case the number of applications is more than the seats, the school will ensure the draw of lots in a transparent manner. The waiting list stamped by the DEO has to be put up on the school notice board. In case any application is rejected, the school has to give the details to both the parents and the DEO with reasons.
As per rules, the scheme is applicable to children residing within one kilometre of the concerned school. In case the seats are lying vacant, children within three kilometres will be given a chance, followed by residents within six kilometres.
Apart from no tuition fee, the applicants will also be exempt from admission or prospectus charges. The free-of-cost admission forms will be available at the DEO office. It could also be downloaded from the education department's website.
The schools have to ensure quality education to students under the reserved category. The education department can withdraw a school's recognition if it discriminates against the EWS student. Each schools has to maintain a "record card" of these students where their every activity has to be recorded.
