Divisional Warden in Civil Defence Division No.222, Miyanwali Nagar, Delhi-87
and my senior Officer designation is Divisional Warden in Civil Defence under
DC (West), Revenue Department, GNCTD.
(2). As per the Standing Order dated
18.03.2015 (copy enclosed herewith) issued by Divisional Commissioner
(Revenue), GNCTD, the following staff strength of Civil Defence Volunteers, is
to be attached / available, with each Division Level (for 01 lac population) in
Civil Defence:

(5). It is stated that upto the year 2010,
there were 14 Divisions of Civil
Defence in the jurisdiction of DCP (West).
From 01.01.2011, by a notification, the Home Department, GNCTD, ordered
to transfer the assignment of Civil Defence from Delhi Police to Revenue
Department for all over Delhi.
Therefore, the aforesaid 14 Divisions
of Civil Defence came under the control / supervision of DC (West).
(6). Thereafter, due to increase of
population, the number of Divisions was increased from 14 to 19 for DC (West).
But, since then, there was/is huge shortage of personnel (approximately 1700 vacant posts vacant)
in all over 19 Divisions of Civil
Defence under DC (West) and particularly in my Division No.222, there are
140 posts are still vacant.
(7). However, there is no continuous sincere
efforts have been made by the concerned authorities, who are under the overall
control of DC (West) to put the relevant facts / files, to fill up the existing
posts of nearly1700 (approximately)
in all 19 Divisions, till date.
(8). Further, the following main points are
the reasons (at all offices under DC-West) for not filling up the vacant posts (nearly
140 posts, which are still vacant since the year 2011) : -
(i). Not to put up the relevant files with actual
correct facts, within time to DC (West),
(ii). Put the files with very lately along with
showing irrelevant & wrong facts to turn-down the proposals of filling up
those vacant posts of 140 in my Division No.222
(9). Due to huge shortage of staff in my
Division No.222, as a Deputy Division Warden, I have been facing a lot of
difficulties in everyday while executing the official duties as assigned by my
seniors. Hence, I request you to kindly
direct the concerned authorities of Revenue Department, GNCTD to do the
complete needful continuously & also sincerely, to fill up the existing 140
vacant posts with the kind approval of before the DC (West), positively.

of DC (West) is concerned, earlier, there were 10 Divisions of Civil
Defence. Due to increase of population,
the number of Divisions were increased from 10 to 14, as of now.
5. As the aforesaid existing vacancies are
not yet filled up till date from the year 2009, I have been facing a lot of difficulties
in everyday while executing the official duties as assigned by my superior
authorities in my Division No.222. There
is no continuous sincere efforts have been made by the concerned authorities of
Revenue Department, GNCTD to put the relevant facts / files, before the
Divisional Commissioner (Revenue), and / or the concerned District Magistrate
(Deputy Commissioner-Revenue), till date.
