RTI on Delhi Pollution Control Committee,

Sh B L Chawla, SEE, SPIO
Delhi Pollution Control Committee,
Government of N.C.T. Delhi,
4th& 5th Floor, ISBT Building,
Kashmere Gate, Delhi-110006.

Sir,

Please provide following information under RTI:
(i)             How many teams are there in field to identify & challan the open waste burning cases and what are the working hours of these teams?
(ii)            Given the fact that open waste burning is openly happening across the city on a large scale, it appears that DPCC is not performing the job seriously and is playing with the health of citizens. Please inform, month wise, how many challans for open waste burning issued in last six months?
(iii)           How many team are there in field to identify & challan the construction sites emanating dust?
(iv)          As per definition of construction the digging is always an integral part of construction activity but we have never heard DPCC issuing a challan to various public/semi-public bodies mainly electricity distribution companies, Delhi Jal Board and telecommunication companies which have actually played havoc and have committed to keep at least 50% Delhi dug up at any given point of time.  They are actually worse than other construction sites, the magnitude of total dug up area by these entities would be far more than the sum total of other construction sites, they just dig up roads/footpaths and leave it as it is for weeks & months making it a major source of dust particles to flow into air causing sever pollution. Detailed reasons & facts for favouring these entities by not penalizing for dug up spaces by DPCC be informed?
(v)           Whether issuing challans to offenders is one off activity done once in a while under judiciary /Govt. pressure or a regular activity at DPCC with dedicated teams for the purpose?
(vi)          What is the validity period of a challan issued for causing dust pollution i.e. after how many hours/days a fresh challan for the same offense can be issued for same site?
(vii)         In how many cases repeat challan has been issued for dust pollution for same site?
(viii)        In how many cases money has not been realized for 38 challas issued on major projects across city last week?

The fee is enclosed vide IPO No.32F 076148 for Rs.10/- favouring DPCC.
Thanks
